The Arid Equation: How Extreme Heat Multiplies Poverty in India's Informal Sector
New research casts a stark light on a rapidly escalating crisis in India, where extreme heat is not merely a discomfort but a potent economic force actively driving hundreds of millions of informal workers deeper into poverty. Analysis by the International Institute for Environment and Development (IIED), shared exclusively with the Guardian, reveals a distressing reality: heat is acting as a "poverty multiplier" across the nation's vast informal economy.
The findings are unequivocal. Workers engaged in highly physical jobs across sectors like agriculture, construction, and transport experienced an average salary reduction of 6.6% in 2024 due to extreme heat. For outdoor workers, the impact was even more severe, with losses climbing to nearly 9% of their income, an amount estimated at £112 ($151) in 2024. This economic drain is particularly pronounced in regions like Rajasthan, an arid desert area already grappling with prolonged heatwaves and a rising death toll from extreme heat, where informal workers lost an equivalent of 8.3% of their income.
The IIED research underscores the sheer scale of the human and economic cost. Annually, India is losing an estimated 21.1 working days due to extreme heat, an unsustainable burden for many among the country's 550 million informal sector workers. Ritu Bharadwaj, climate finance director at the IIED, articulated the grim cycle: "As the heat rises, their efficiency goes down, so they earn less. With lower income their food intake falls. And because they cannot afford to stop, they keep working through it, doing lasting damage to their health." This dynamic illustrates how the climate crisis disproportionately burdens those least equipped to bear it, forcing them to pay with their health and savings for a situation they did not create.
This isn't just a humanitarian issue; it's an economic albatross. India, a nation aspiring to developed status within two decades, faces an estimated economic cost of at least £58bn – a staggering 2% of its GDP – from lost wages due to reduced productivity, worksite closures, and long-term heat-related illnesses. The analysis factors in three distinct ways heat exposure curtails work hours: direct heat-related illnesses, diminished capacity for maintaining normal productivity, and the downtime necessitated by suspended workplace operations.
The vulnerability is exacerbated by the very nature of informal employment. Nine out of 10 workers in India operate within this economy, often comprising socially and economically marginalised individuals. Lacking employment security, they are frequently compelled to work through illness and tolerate unsafe conditions. The IIED report highlights severe deficiencies in basic worksite amenities, including poor access to drinking water, shade, rest areas, sanitation, and medical support. Compounding the issue, many return to homes that offer "no relief from heat," perpetuating a cycle of exposure and recuperation that is increasingly unsustainable.
What this signals for India and other developing economies is a critical re-evaluation of climate adaptation strategies. While global efforts focus on mitigating emissions, the immediate, tangible impact on the ground for vulnerable workforces demands urgent attention. The World Bank has warned that India could become one of the first places where heatwaves breach the "human survivability limit." This makes the challenge not just about economic productivity but fundamental human resilience and the structural inequalities deepened by a warming planet. The economic implications are clear: without robust measures to protect informal workers, climate change will continue to erode national productivity and deepen the very poverty it claims to overcome.
